Description:   SOUTHERN BOONE COUNTY R-I SCHOOLS JOB DESCRIPTION Position Title: Director of Human Resources and Business Manager Reports to: Superintendent of Schools Preferred Qualifications: Master's Degree in Educational Administration, Master’s in Human Resource Management, or Master’s in Business Administration Certification by the State of Missouri or related certification Evidence of continued professional growth Five years of building-level experience or related human resource experience Salary Range: $65,000 to $80,000 Contract Days Worked: 12 months Hours in Duty Day: 8 (Note: Actual work days may vary according to district needs and administrative assignments and may include occasional weekend work.) General Duties: The Director of Human Resources and Business Manager is responsible for providing leadership and support to the Superintendent, the district leadership team, and the school district employees. The Director of Human Resources and Business Manager is responsible for effectively planning, developing, implementing, and administering all services associated with the human resources function. The Director of Human Resources and Business Manager promotes a culture that emphasizes service, communication, motivation, and support, working collaboratively with school administrators and human resource staff to identify approaches and develop policies and practices that facilitate service and resources to the District. The Director of Human Resources and Business Manager will assist in the strategic plan of human resource priorities supporting the district’s goals and priorities. Essential Job Duties: Directs and administers all human resource functions for school personnel, but not limited to recruitment, retention, state and federal regulation compliance, wage and salary administration, benefits, job classifications, position revisions, and administration, policy administration, grievance procedure administration, employee relations, staff training, and performance evaluation programs. Oversee job classification and compensation programs for all school district employees. Establish and lead the School District's standard recruiting, hiring, and evaluation practices. Oversee the administration of management responsibilities outlined in the contractual agreements, such as producing annual seniority reports and monitoring teacher licensing and other contractually related activities. Monitor and support staff evaluation procedures, provide professional development in evaluation protocols and methods, provide notifications of timelines, ensure compliance with evaluation requirements, and compile data on evaluation completion and efficacy. Serve as a co-chair on the Wellness Committee Serve on the PDC Committee, Finance Committee, and Policy Committee An active member of the PTA Oversee the administration of management of the After School Program Serve as the Chair of the Career Ladder Committee Serve on the Eagle Foundation Serve as a Title IX Investigator, EEOC Coordinator, Grievance Officer, and oversees nondiscrimination and harassment prevention policies for district employees. Address personnel issues for schools and serve as the subject matter expert on personnel matters, including progressive discipline and performance improvement plans when necessary. Mediate employee disputes; work to improve communication within schools; provide advice and counsel to School Administrators on various topics. Collaborate with district leaders to imbed diversity, equity, and inclusion in all hiring and retention practices. Monitor and encourage diverse hires throughout the organization; oversee recruitment processes and advertisement practices to ensure diverse audiences. Oversees the administration of FMLA and Workers Compensation for school district employees and ensures that federal regulations are followed throughout the school district. Oversees student teaching assignments upon building administrator and supervisor’s approval Work collaboratively with school district administration and department supervisors to provide practical and thoughtful resolutions to organizational issues that impact employees. Assess the climate for effective performance, training, and development needs; promote a culture of employee engagement; attend to employee relations and organizational structure as it affects employee motivation and interdepartmental relations; and make recommendations for optimizing human resources. Ensure the accuracy and accessibility of personnel records and dispose of other departmental records in accordance with Missouri Public Records Laws. Ensure the efficient and effective operation of the Human Resource Office, staff supervision, and human resource practices. The Director of Human Resources and Business Manager must have the knowledge and skills to ensure compliance with all federal, state, and local employment laws. Provide assurances that the district will maintain appropriate unemployment and Medicare coverage. Serve as a member of a local civic organization. Performs other duties specified by the Superintendent of Schools or Board of Education. Working Conditions: The work is primarily sedentary and performed in an office setting. It requires in-district travel between schools as well as occasional out-of-district travel. The job requires direct contact with staff, students, and community members. The nature of the position requires hours beyond the regular school day. The person filling this position will prioritize completing the necessary tasks and set hours accordingly.
