Description: | Position: Executive Director of Business and Finance Qualifications: Education Level: Bachelor’s Degree required. Business, Finance, Accounting or other related field preferred. Certification: None required Experience desired: Minimum of 5 years experience in accounting and finance. School Finance and School Information System experience preferred. Other Requirements: Must successfully pass a background check that is satisfactory to the Board of Education, must also provide evidence of experience, maturity and leadership abilities in Generally Accepted Accounting Principles (GAAP). Strong attendance and initiative is encouraged. Should be proficient in 10 key operations and display a high level of the ability to multitask. Confidentiality is a priority. General Summary: This position provides assistance to the Superintendent and Board of Education on all financial aspects and human resources functions of the District. Budget preparation (under the direction of the Superintendent), school business operations and oversight of district accounting policies and practices are essential to this position. Strict adherence to deadlines is necessary to perform this job effectively. In this fast-paced environment flexibility and strong organizational skills are essential. It is equally important to be goal driven and maintain a high level of professionalism while adhering to Board policy. Performance Responsibilities: Assists Superintendent with Budget preparation, budget message, budget forecasting and district accounting principles in accordance with MO DESE Financial manual Assist with hiring, supervise and evaluate school business personnel, to include; Accounts payable, Payroll, Human resources, Core Data and administrative assistants Ensure business and finance operations for the district are conducted in a legal and professional manner Oversee and monitor school business operations including, but not limited to, Annual Secretary of the Board Report (ASBR), annual audit, assessed valuation and how it relates to local tax calculations, setting the annual tax levy, state funding formula calculations, investments, fund balances, MO Direct Deposit Program (MDDP), federal and state grants and district budget Develop short and long-range financial plans. Oversee employee benefits committee Oversee hiring and interviewing processes to include background checks, pay rates, job descriptions and job postings Provide assistance to building level administration and clerical staff as it relates to school business operations Work in conjunction with bond counsel and Investment Bankers on new bond issues and refinancing of old bonds Track and maintain all bond money expenditures, including detail records for bond and other building projects Gather and prepare all information for annual MUSIC Insurance renewal. Correspond with MUSIC and Arthur J. Gallagher as necessary regarding property claims, liability insurance and renewal Attend all Administrative, board, committee and organizational meetings as necessary and directed Remain abreast of developments as they pertain to school business and apply to district operations as necessary Monitor software needs and updates for district programs as needed Oversee and evaluate the classified staff at District Office and other personnel as directed Oversee District Office, general office operations, i.e. hours, scheduled work times/calendar, customer service, meeting and communications Provide support and oversight for various district departments, to include food service, operations and administration as needed. Oversee and / or direct inservices for clerical staff as needed Provide guidance and support to Payroll, Human Resources, Accounts Payable and District Office functions Review and revise certified and classified employee handbooks on a yearly basis Must have the ability to make presentations to the Board of Education as well as other employee groups in a public setting. Must be able to type at an acceptable rate with good grammatical structure. Display excellent communication and organizational skills Proficient in Microsoft Office and Google programs Produce documents accurately and efficiently and provide leadership experience in finance related areas Assist staff with password management for district software programs and time tracking Gather and report COC salary information to COC districts Provide guidance for resolutions to various district/employee concerns Oversee bidding process for auditing and banking firms Manage and monitor state and federal grants as assigned Provide assistance related to school bond issues i.e. tracking costs and investing Serve as District Treasurer Other duties as assigned Preference given to applications submitted by September 9th. | |
