Manage District financial plan to include annual budget preparation, long-term fiscal planning and budgetary control. Supervision of day-to-day accounting and business office staff to include payroll, accounts payable and bookkeeping. Direct preparation of monthly financial reporting District wide. Oversee accounting of monthly revenue, expenditures and bank reconciliation. Responsible for preparation of local, state and federal reports as related to job assignment, including DESE year-end financial and transportation report (ASBR). Recommend appropriate financial alternatives to the Superintendent for constructive educational change. Work cooperatively with the Administrative team in support of District organizational goals, objectives and related decisions. Attend Board of Education meetings as required. JOB SUMMARY The Director of Finance will be responsible for organizing and directing all financial aspects of the District. Provide excellent customer service according to the standard of the District. Works to meet goals of the department and District with a spirit of cooperation. ESSENTIAL JOB FUNCTIONS: Assists the Superintendent in the preparation and coordination of the District’s budget and administers a budget control system in accordance with the Missouri Financial Accounting Manual. Supervises school business operations, payroll and accounts payable, internal audits, end-of-year audit, investments, securities, preparation of the ASBR, state financial reports, state auditor tax computation reports, the estimate of required local taxes report, tax rate hearing, and other financial reports as required by the Missouri Department of Elementary and Secondary Education. Maintains debt service fund, Bond payments of principal and interest, and escrow agreements as required by law. Monitors the Districts’ assessed valuation, certificated salary compliance, basic formula calculations and Core Data School Finance section. Assists in determining the Districts’ future financial needs, including capital projects and new construction. Acts as District manager of all bond issue and refinancing documents, oversees all bond money, the Missouri direct deposit program and is responsible for post-compliance bond reporting. Provides leadership and works with appropriate staff as it relates to the evaluation and the resulting interpretation of school finance data. Oversees the financial data for the Webb City R-7 School Foundation, Inc. Supervises the collections, safekeeping and distribution of all funds. Acts as advisor to the Superintendent on all questions relating to business and financial affair of the District. Assist with grant application process and the availability of District funding. Acts as District administrator of DESE Web User ID. Manages District insufficient funds collections, cash only determinations, and prosecutions as needed. Oversees Governmental Accounting Standards Board #39 as related to all District component units. Manages and administers all aspects of District banking with local bank entity. Establishes procedures to assure timely reconciliation of bank accounts. Oversees all student state reporting for the Missouri Department of Elementary and Secondary Education. Established a system of internal controls for financial operations sufficient to provide reasonable, but not absolute, assurance that accounts are properly states. Arranges for and assists with annual independent financial and compliance audits of all accounts. Ability to communicate, effectively and efficiently with sufficient volume to be heard in normal conversation, on the telephone and addressing groups. Models positive behavior for students (i.e. inter-personal communication, processes, social interactions, etc.) for the purpose of providing educational and life skills training. Demonstrate professionalism and appropriate judgment in behavior, speech, dress and appropriate professional manner for the work setting. Demonstrates effective human relations and communication skills. Adheres to good safety practices. Ability to understand and adhere to all District rules, regulations and policies. Perform any other duties as assigned by the Superintendent. PHYSICAL DEMANDS While performing the duties of this job, the employee is regularly required to: stand, walk, sit and talk/hear; occasionally required to reach with hands and arms; stoop, kneel, crouch or crawl; occasionally push, pull or lift up to 50 lbs; and be able to see, including close, distance and depth perception.
