Valid Missouri Certification in Administration preferred. Society of Human Resources Management – (SHRM) Certification preferred. Prior supervisory experience required. Experience working in an educational setting; Human Resources field preferred. Knowledge of employment law. Experience with Worker’s Compensation and disability. REPORTS TO: Superintendent of Schools JOB GOAL: To plan, coordinate, and supervise the operation of the Human Resources office in such a way as to enhance the morale of school district personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each individual child. ESSENTIAL DUTIES AND RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Administers a wide variety of personnel policies and processes to include, but not limited to: recruitment, selection, hiring, orientation, labor and employment procedures, and compensation schedules. Secures and nominates for employment the best qualified and most competent teachers, supervisory, and administrative personnel. Collaborates with administrators, auditors, public agencies, and community members to implement and/or maintain services and programs. Attends and participates in all meetings of the Board of Education. Consults and advises administrators on a wide variety of sensitive personnel issues (discipline, hiring, promotions, return to work, etc.) to assist in effective decision-making and enforcing all relevant policies, procedures and regulations. Coordinates the recruitment process of screening applicants, conducting interviews, making recommendations for hire to maintain a highly qualified staff. Facilitates meetings, workshops, and seminars regarding personnel actions, financial procedures, regulatory requirements, actions involving outside agencies, and inter-district needs to identify issues, develop recommendations, support other staff, and serve as a department and/or district representative. Investigates grievances and/or complaints from employees to reach resolutions that provide a healthy work environment. Holds such meetings of teachers and other employees as necessary for the discussion of matters concerning the improvement and welfare of the schools. Directs staff negotiations with professional and support staff personnel. Recommends to the superintendent for final action the promotion, salary changes, demotion, or dismissal of any employee. Reports to the superintendent the case of any employee whose service is unsatisfactory and recommends appropriate action. Oversees administration of Worker’s Compensation claims, FMLA processing, and employee leave. Maintains manual and electronic documents, files and records, such as: background information, personnel files, vacancy listings, applicant tracking, and substitute acquisition system for the purpose of providing accurate information in compliance with regulatory requirements and established guidelines. Monitors a variety of processes (certificated and classified posting process, interview schedules, substitute placement, certified and classified placements, personnel transfers, new employee orientation, departmental procedures, position control, unemployment claims, etc.) for the purpose of ensuring efficient processing of applicants and employees in addressing position requirements and complying with licensing, legal and/or administrative requirements. Participates in collective bargaining processes for the purpose of assisting district negotiation of labor agreements. Maintains directly, or through delegation, such personnel records, pupil accounting records, business records, and other records as required by law and by Board policy. Files, or causes to be filed, all reports by the state and school code. Performs personnel administrative functions (hiring, training, supervising, evaluating, providing professional development opportunities, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and ensuring department/program outcomes are achieved. Researches information required to manage assignments including reviewing relevant policies, current practices, staffing requirements, financial resources, etc. for the purpose of developing new programs/services; ensuring compliance with legislative requirements; securing general information for planning; and/or responding to requests. Demonstrates effective human relations and communication skills. Adheres to good safety practices. Complies with all district rules, regulations, and policies. Regular and consistent attendance is an essential function of this position. Other duties as required or assigned. PHYSICAL DEMANDS: The individual who holds this position is regularly required to walk, hear, and speak and must have close moderate and distance vision ability. This individual must be able to travel between district facilities. The position requires a moderate amount of travel and physical activity. CONDITIONS AND ENVIRONMENT: The work environment is consistent with typical office/school environment. TERMS OF EMPLOYMENT: Salary and work calendar to be established by the Board of Education. FLSA: Exempt RETIREMENT: Public School Retirement System (PSRS) CLEARANCES: Criminal Justice Fingerprint/Background Clearance EVALUATION: Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluations utilizing the Performance Based Administrator Evaluation process.
