Description:  Job Title: Director III – Transportation Department: Transportation Pay Grade: A140 FLSA Status: Exempt Reports to: Executive Director - Operations GENERAL PURPOSE Responsible for directing transportation programs and services; achieving defined objectives by planning, evaluating, developing, implementing and maintaining services in compliance with established guidelines; and serving as a member of the leadership team. ESSENTIAL JOB FUNCTIONS Assess incidents, complaints and/or accidents reaching and/or recommending a resolution. Collaborate with internal and external personnel implementing and/or maintaining services and programs. Compile data from a wide variety of sources in order to analyze issues, ensure compliance with organization policies and procedures, and/or monitor program components. Coordinate student transportation activities with school officials, department heads, and other interested groups or individuals ensuring success of district transportation needs. Develop long and short range plans in relation to assigned administrative responsibilities ensuring organizational objectives are achieved in the most efficient and timely manner. Monitor budget allocations, expenditures, fund balances, and related financial activities ensuring allocations are accurate; including revenues recorded, expenses are within budget limits, and achievement of proper fiscal practices. Perform personnel administrative functions maintaining necessary staffing, enhancing productivity of staff, and ensuring achievement of necessary department/program outcomes. Prepare a wide variety of materials documenting activities and issues, meeting compliance requirements, providing audit references, and/or providing supporting materials for requested actions. Provide job related training opportunities for drivers, bus aides, mechanics, and other staff as needed ensuring their job success with a strong emphasis of safety and compliance with legal mandates. Research a variety of topics in order to develop new programs/services, ensure program compliance with established requirements, secure general information, and/or respond to requests. Respond to emergencies addressing immediate safety concerns. Respond to a variety of inquiries identifying the relevant issues and recommending or implementing a plan of action that will efficiently resolve the issue. Oversee system administration of transportation specific software. Oversee electronic map used for routing and planning (GIS), respond to GIS data requests, and prepare maps as needed. Participate in union negotiations and oversee route bids/system startups. Supervise assigned personnel ensuring their success in department and individual performance objectives. Perform other related duties as required/assigned. QUALIFICATIONS AND REQUIREMENTS Education and Experience Bachelor’s Degree from an accredited college or university. Minimum of five (5) years of job related experience with increasing levels of responsibility is required. Certificates, Licenses and Other Special Requirements Must pass a Criminal Background Clearance, the results of which must be satisfactory to the District, required. Possession of a valid Driver’s License with evidence of insurability, required. Knowledge, Skills, and Abilities Knowledge of basic math, including calculations using fractions, percentages, and/or ratios; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues, draw conclusions and create action plans. Knowledge based competencies required to satisfactorily perform the functions of the job include: state and federal guidelines related to school transportation; personnel processes; pertinent codes, policies, regulations and/or laws; education code; and budget management and accounting. Skill to perform multiple, technical tasks with a need to routinely upgrade skills in order to meet changing job conditions. Skill based competencies required to satisfactorily perform the functions of the job, including: operating standard office equipment including utilizing pertinent software applications; planning and managing projects; budgeting and financial management; and developing effective working relationships. Ability to read technical information, compose a variety of documents, and/or facilitate group discussions. Ability to schedule a number of activities, meetings, and/or events; gather, collate, and/or classify data; and use job-related equipment. Ability to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize job-related equipment. Ability to collaborate and communicate effectively with internal and external stakeholders to accomplish District objectives. Ability to apply critical thinking/problem solving to improve work processes. Ability to convey technical information to non-technical audiences. Ability to maintain confidentiality; set priorities; meet deadlines and schedules; work with detailed information; and adapt to changing priorities. Ability to work as part of a team; and work with frequent interruptions. Ability to set high expectations for self and others; set and monitor progress toward goals; and utilize and offer effective feedback for continuous improvement. Working Conditions and Physical Requirements Work environment is primarily inside, where the noise and temperature levels are moderate. The work is light work that requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Must possess the physical ability to perceive the nature of sounds, make rational decisions through sound logic and deductive processes, express or exchange ideas by the spoken word, substantial movements (motions) with the hands, wrists, and/or fingers, and discern letters or numbers at a given distance. Additionally, the following physical abilities are required: balancing, climbing, crawling, crouching, feeling, grasping, handling, hearing, kneeling, manual dexterity, mental acuity, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity and walking.
